- INTRODUCTION
The University of Uyo University Teaching Hospital, Uyo, Akwa Ibom State is desirous of utilizing its 2025 Capital budget and Pursuant to Section 25(2)(ii) PPA 2007 hereby invites experienced and reputable Contractors,Suppliers and Service providers to submit bids for the under listed projects:

- ELIGIBILITY REQUIREMENTS
Suitable qualified Companies are invited to submit three (3) bound copies of the following documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
- Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC7.
- Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025, with minimum average annual turnover of
N20m for goods;N50m for works, - Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is
N50m and above); - Evidence of Nigeria Social Insurance Trust Fund (NSTIF) Clearance Certificate valid till 31st December, 2025;
- Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid certificate issued by Bureau of Public Procurement (BPP);
- Sworn Affidavit:
- disclosing whether or not any officer of the relevant committees of the University of Uyo Teaching Hospital or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct in all particulars;
- That the Company is not in receivership or about to be in receivership or not a replacement for a hitherto tax defaulting company;
- That the company is not subject to any form of insolvency or bankruptcy proceedings or the subject of winding down petitions or proceedings;
- Not to have any Director who has been convicted in any country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
- Company’s audited accounts for the last three (3) years (2022, 2023and 2024);
- Reference letter from a reputable Commercial Bank in Nigeria clearly indicating willingness to provide credit facility for the execution of the project;
- Company’s profile with Curriculum Vitae of Key Staff to be deployed for the project (to include certified product specialists/Bio-Medical Engineers), including copies of Academic/Professional Certificates such as COREN, QSRBN, COBON, ARCON,ICAN or ANAN etc.
- Verifiable documentary evidence of the last three (3) similar jobs executed in the last Five (5) years as prime contractor including Letters of Awards with corresponding evidence of Job Completion or Valuation Certificate (for ongoing project);
- Health/Medical Equipment: Letter of Authorisation from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
- Pool Vehicles: Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
- ICT jobs: Evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
- Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
- Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
- For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
Note: All documents for submission must be transmitted with Covering/Forwarding letter under the Company’s Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and e-mail address. The Letterhead paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the company.
- COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect the Standard Bidding Document (SBD) from the Procurement Unit, University of Uyo Teaching Hospital on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the University of Uyo Teaching Hospital‘s Remita account1000027-FEES in any reputable Commercial Bank in Nigeria.
- SUBMISSION AND OPENING OF TENDER DOCUMENTS
Prospective bidders are to submit Three (3) bound copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format. The documents should be packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Chief Medical Director and clearly marked with (the name of the Project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and should be dropped in the designated Tender Box in the Conference Room 2nd Floor, Administration Block, UUTH not later than 12:00 noon on Monday, August 18, 2025 (for Category C), and 12:00 noon on Monday, September 1,2025 (for Categories A and B).
- OPENING OF TECHNICAL BIDS (CATEGORY C)
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, August 18, 2025 in the Conference Room 2nd Floor, Administration Block, UUTH, while the financial bids will be kept un-opened
- OPENING OF TECHNICAL BIDS (CATEGORIES A and B)
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, September 1,2025in the Conference Room 2nd Floor, Administration Block, UUTH, while the financial bids will be kept un-opened.
- GENERAL INFORMATION
- All submitted documents shall be referred to relevant government Agencies;
- All documents must be in English Language and signed by an official authorised by the bidder;
- All documents submitted after the deadline for submission would be returned un-opened;
- Bidders should not bid for more than two (2) Lots;
- All costs will be borne by the bidders;
- The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
- Invitation to Tender/Expression of Interest:Only qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
- University of Uyo Teaching Hospital in accordance with Section 28 of the Public Procurement Act,2007 is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities.
